Constitution of the United Federation of Thag (Amended, March 2012 Version)
PREAMBLE Here it is set forth, in this Constitution of the United Federation of THAG, the government, rights, and laws of the people. This shall not be abridged, it shall not be distorted.
ARTICLE I The Thederal Government is comprised of four thections, each having equal power within the government. Each thection keeps another thection in check, and is kept in check by another thection. This system of checks and balances is the best way to make sure that each thection can work independently, but not infinitely.
ARTICLE II The Executive Thection is the President and his Committee. The Executive Thection keeps the International Thection in check, by being the sole body that can declare a defensive action, and is kept in check by the Citizen Thection, because all laws or actions conceived by the Executive Thection must be approved by the Citizen Thection in order to be carried out, or become law. The President is the representative to the people from the Government. The Executive Thection has the final say in whether a defensive action is declared or not, although approval must have been attained from the Citizen Thection prior to his declaration. In times of severe crisis, the Executive Thection may issue an Executive Command to the International Thection to mobilize it's forces, but this is only valid for 4 days, unless approved by the Citizen Thection. Each Citizen may only serve one term as President, which is 4 years. The President may appoint as many advisers to his Committee as he sees fit, but they must be approved by the Citizen Thection first.
ARTICLE III The Citizen Thection is composed of the Speaker of the People and one Citizen-Elect from each Citizen Square. The Citizen Thection keeps the Executive Thection in check, because all laws or actions conceived by the Executive Thection must be approved by the Citizen Thection in order to be carried out, or become law, and is kept in check by the Statutory Thection, because all laws passed by the Citizen Thection must be evaluated for compliance with this constitution, as well as the UFT FREEDOM Act, by the judges of the Statutory Thection. It has the power to pass the laws proposed to it. The Speaker of the People is the representative to the Government from the People. The Citizen-Elects have the obligation to vote based on the views and expressions of the people in the Citizen Square that they represent, and not their own personal opinion. All action and activity of the Citizen Thection must be open and public, and made available to the Supreme Justice of the Statutory Thection for archival and distribution. The Citizen Thection has the joint power to declare war, along with the Executive Thection. Each Citizen can only serve one term as a Citizen-Elect (Or Speaker of the People), which lasts 4 years. Each Citizen-Elect is a voting member in the Citizen Thection, and can vote once either for or against an act of legislation. The heads of each of the four Thections have the same voting privileges as a Citizen-Elect. Voting can be carried out in an informal process, but in the event of a conflict, the votes must be written and signed for an official tally. More often than not, the goal of the voting parties shall be to reach an agreement at the middle ground.
ARTICLE IV The Statutory Thection is composed of the Supreme Justice, as well as one judge per Citizen Square. The Statutory Thection keeps the Citizen Thection in check, because all laws passed by the will have to be approved for constitutionality by the majority of judges before they become a title in the Thagian Code, and is kept in check by the International Thection, because all judges are appointed by it's council. They have the power to overturn unconstitutional and unlawful laws passed by the Citizen Thection, as well as indicting those who commit unlawful acts. It serves as the keeper of all records and laws, and makes sure that every Thection and citizen is compliant with the FREEDOM Act, as well as Thederal Law. It is the only body of government that can solve a legal dispute, as well as a constitutional dispute. The Supreme Justice of the Statutory Thection is elected in a Thederal Election. Each citizen can only serve one term, which is 4 years.
ARTICLE V The International Thection is composed of the Supreme Allied Commander of the Joint Thagian Forces, an international council of dignitaries and advisers, and the Thagian Defence Force. The International Thection keeps the Statutory Thection in check, because all judges are appointed by it's council, and is kept in check by the Executive Thection, because it is the sole body that can declare a war. The International Thection is the representative from the government to other governments, it has the authority to create treaties, relate with other nations, and it also maintains a defense force that protects the People of the Federation from harm instigated by those outside of the nation. The International Thection itself does not have the power to declare war, but when that power is granted by the people through the Citizen Thection, the Speaker of the People sends the declaration of war to the President, who solely decides whether or not to go to war. The Supreme Allied Commander is elected via a Thederal Election every four years, and they may only serve one term.
ARTICLE VI Every Person of the Federation is also a member of a Citizen Square assigned to them with their citizenship. The people will be grouped into Citizen Squares, and more will be added at the discretion of the Citizen Thection. Each member of a Citizen Square should vote for a Citizen from their square that they want to represent them, and the citizen with the most votes becomes the Citizen-Elect of that Citizen Square, which is responsible for representing their fellow citizens' views from their Citizen Square. The Speaker of the People is elected in a Thederal Election as a separate, 41st member of the Citizen Thection. Each Citizen Square will be named after a contributor to modern democracy.
ARTICLE VII The People of the Federation have more power than any other body of government, and may if they see fit, reverse any decision or action made by any part of the government. If any thection collectively makes a decision that does not represent the views of the People of the Federation, the People of the Federation have the right to veto it. For example, if the Citizen Thection decides to enact a new Thederal Law, and they were misrepresenting the views of the People of the Federation, the people will vote, and if more than half of the People of the Federation vote to veto the decision, the new Thederal law will automatically be cancelled. The People of the Federation may also vote to recall any official from any body of the government. The people in a specific Citizen Square may also vote to recall their Citizen-Elect.
ARTICLE VIII Anyone who wishes may register as a citizen at any time with no stipulations or requirements. Anyone can be a citizen, regardless of geographic location or citizenship of other countries, nations, federations or states. Each new citizen will be issued a citizen ID number and gain access to all of the rights of a Thagian citizen. A citizen ID number is secret, and is required to vote.
ARTICLE IX The Thederal government has the authority to govern beyond this constitution by creation of a Thederal Law, for the sole purpose of protecting themselves and others, as briefly outlined in Article I. Law will start out as a proposal by the president, and in some cases the Citizen Thection. The Citizen Thection will vote on the proposal, and the majority vote wins. It then moves on to the Statutory Thection for compliance with this Constitution, and if it is legal and constitutional, it is recorded by the Supreme Justice of the Statutory Thection, at which point it becomes law.
ARTICLE X The Thederal government has the authority to amend this constitution at any time, as long as the amendment is: Approved by three-fourths of the Citizen Thection, approved by the Statutory Thection, signed by the President, and survives all veto votes from the People of the Federation, the citizens of the individual Citizen Squares, and the 4 Thections of the Thederal government.
